Cavalcante’s escape method had been utilized by another inmate of Chester County Prison, Igor Bolte, in May 2023. In that instance, guards immediately apprehended Bolte once the tower officer noticed the escapee. However, prison authorities would not rectify the clear security flaws in the prison’s design after Bolte’s failed escape attempt, allowing Cavalcante to break out just a few months later. Unlike Bolte’s case, the prison tower officer on duty at the time of Cavalcante’s escape did not notice or report the missing inmate.
